The Uruguayan Network for Fair, Democratic, and Sustainable Cities had the opportunity to present the government management plan (Plan de Metas) model to members of the Uruguayan Parliament from all four political parties. These representatives endorsed a bill to adopt the model, which is being considered by the Special Legislative Commission on Municipal Affairs and Decentralization.
The government management plan model is a tool for planning, management, accountability, and monitoring of actions conducted by city officials during their administration. It also contributes to the integration of citizens into city planning processes, increases access to public information, and fosters public awareness and oversight of government.
Fundación Avina promoted the organization of citizen movements in cities across Uruguay as well as the formation of the national Sustainable Cities network.
